Issues setting up a developers account

anyone have any idea how I can get past this. Your account registration was rejected due to problems with the data provided or other irregularities. If you believe this rejection is in error, please see our FAQs and Contact Channels page or work with your eBay representative directly. I tried to create an account and it says I have one. I try to log in and I get this message. This shouldnt be that difficult. Any help would be greatly appreciated. Thanks, Bill

Dev account rejected.
I am trying to create a developers account so I can manage my inventory directly from my software. I keep getting rejected. Any advice? Inventory not updating
I downloaded the template, entered the information and uploaded it. eBay seems to have taken it. But my inventory isn't updated. Any thoughts?

Is there some where here on eBay I can find a buyer without me listing? I'm willing to provide years of stuff for a $1 or a little more each item. So something like a supplier. I posted just a little while ago but then thought of this. If I make a $1 for everything I have I would be a millionaire and that would make my day :) Thoughts?

MARKETING AND ADVERTISING
I have been using marketing, but I am an individual not a store so I can't afford for any item to be at 12%. I put in no more than 10% on anything because if I do it eats up all of my profit. After putting in the percentage after clicking off it changes to a higher amount on its own. I just sold an item for $100 after the 12% that it is taking all on its own because I put 10%, I now have given the item away for free, but marketing and eBay still made a profit. How do I stop that from happening? I love eBay, marketing and for giving me an easy platform, but come on! I have been wondering if marketing was worth it?

Advertising the whole Inventory

How you guys advertising your whole inventory for a single product. We mentioning that we are a attaching a reference pictures for the parts as a sample for a huge quantity. Buyer keep failing to read and claim not receiving what advertised. SMH !!

Items sold stay in inventory
Hi, I have tried multiple times to get eBay to help me with this issue. I know about the preference slider in settings, and even though I slide it to "do not relist items out of inventory " position, it does not hold and the next time I look, is slid to the on position. The inventory shows 0, but it seems buyers can still see it as I have had questions about it, and even had a few sell 2X. I have been round and round with the technical department, they say it is not eBay, but a third-party tool that is causing this. Problem is, I'm not using any 3rd party tools. When I started my second store I did use Ink Frog free trial to facilitate movement of items from my first, to second store, but I do not have an account with them, so cannot see any info . Any pointers on this frustrating problem? Since I sell one of a kinds I am manually having to end listings.
