Buyer-Requested Cancellations Counted as Seller Fault Unfulfilled in BBE – Is This Correct?

Hello, I am looking for clarification regarding the Seller Fault Unfulfilled metric under eBay's Cross-Border BBE policy. It appears that some orders where the buyer explicitly requested cancellation may be contributing to the seller's Seller Fault Unfulfilled BBE rate. I am trying to understand whether this is intended behavior or a possible classification issue. Specifically, if the sequence is: Buyer places order → Buyer requests cancellation → Seller accepts the buyer's request → Buyer receives a full refund should that transaction be classified as Seller Fault Unfulfilled ? This seems different from a situation where the seller cancels because an item is out of stock or because the seller is unable to fulfill the order. Another concern is that the BBE dashboard may show a number of Seller Fault Unfulfilled transactions, while the downloadable BBE Transactions report does not clearly identify the individual transactions responsible for that metric . This makes it difficult for a seller to determine which transactions are being counted and provide evidence if a transaction has been incorrectly classified. Could someone familiar with Cross-Border BBE please clarify: Are buyer-requested cancellations supposed to count as Seller Fault Unfulfilled? Does BBE distinguish between buyer-requested cancellations and seller-initiated/unfulfilled cancellations ? How can a seller obtain the Transaction IDs being counted under Seller Fault Unfulfilled if they are not identified in the downloadable BBE report? Is there a specific process for requesting a manual review of an incorrectly classified BBE transaction? I would especially appreciate clarification from an eBay representative or sellers who have encountered the same issue. Thank you.

Scam alert. Complaint Regarding Misrepresented Coin Lot Sold by *** *** *** Live Auction on eBay

On June 16, 2026, I participated in a live auction conducted by *** *** *** on eBay and purchased more than $1,600 worth of coins. One of the items I purchased was advertised as a set of Chinese gold coins spanning the years 2003 through 2007. After receiving the coins, I sought professional evaluations to verify their value. The first dealer informed me that the set was worth approximately $500, significantly less than the amount I paid. Concerned by this assessment, I obtained opinions from two additional coin professionals, and both independently arrived at similar valuations. During one of these evaluations, a dealer also noted that the display case shown and described during the auction did not accurately match the coins contained within it. Upon closer inspection and magnification, it appeared that all of the coins in the set were dated 2007, contrary to the representation that the collection consisted of coins from multiple years between 2003 and 2007. I contacted eBay regarding my concerns and was advised that I first needed to communicate directly with the seller before eBay could review the matter. I promptly attempted to resolve the issue with the seller. While the seller initially responded, the communication was delayed and ultimately ceased altogether without any meaningful resolution being offered. Based on the facts outlined above, I believe this item was materially misrepresented during the live auction. I am requesting that eBay thoroughly investigate this transaction, review the auction recording and product description, and determine whether the seller has engaged in a pattern of misleading representations. I am also requesting appropriate corrective action, including a refund and any enforcement measures eBay deems necessary to protect future buyers. As a collector and customer, I believe marketplace integrity depends on accurate product descriptions and honest representations. I hope eBay will fully review this matter and take the appropriate steps to ensure that other buyers do not experience similar issues.

Holiday Shipping, Protections, and Peace of Mind

As we head into Black Friday and Small Business Saturday, I want to share a few final reminders to help you ship confidently and protect your business through the busiest weeks of the year. Our shipping team has been working closely with carriers to ensure you have strong protections and low shipping rates. Senior Director, Shipping Stuart Reichenbach joined us at the Winter Seller Check-In to walk through many of these details — if you missed it, I encourage you to watch his session .    Your 2025 Holiday and Shipping Playbook:   2025 holiday shipping deadlines: Reminder to review all shipping carrier cutoff dates for eBay Labels and select services to help ensure your package arrives by December 24, 2025.   Plan for seasonal carrier increases:   Holiday surcharges can add up quickly. Review the 2025 carrier peak-season pricing so your margins don’t get squeezed unexpectedly. A little planning now prevents surprises later.   Use business policies to help you manage shipping options and pricing changes at scale easily. If you haven’t set them up, take a few minutes to do so — it will save time and reduce errors. Learn more about Setting up Business Policies .   If you are traveling or will be unavailable during the holiday season, set up Time Away. It keeps expectations clear and protects your metrics. Learn more about Setting up your Time Away .    Packaging and prep Stock the right materials. Get your holiday packages looking their best with boxes, envelopes, and tape from the eBay Supplies Store . Fast and free delivery included. It’s a simple way to lower costs on boxes, mailers, and tape. Keep handling time under two days. Even during the rush, most sellers can maintain a two-day handling time. You do not need to extend handling times if you’re meeting your commitments consistently. Offer expedited shipping. Many buyers will pay for faster delivery. Adding two-day or overnight options (buyer-paid) can help lift conversion especially toward the end of the year.   Delays and protections eBay will be monitoring all weather and carrier delays. If you meet your handling-time commitments, we’ll credit you for on-time shipping even when carriers experience delays. Your performance shouldn’t suffer for issues outside of your control. We’ll adjust estimated delivery dates. We monitor carrier delays by ZIP code and automatically adjust estimated delivery windows so you don’t have to change handling times or worry about penalties. Keep shipping on your normal cadence; we’ll handle the adjustments.   Your focus is on delighting buyers and getting orders out the door. Our focus is on giving you the tools, policies, and protections to do that with confidence. Thank you for everything you do for eBay’s holiday shoppers — especially our small business customers — during the holiday season. Let’s finish strong.   — Ron Jaiven, VP & GM, eBay U.S. Markets

Turn Browsers into Buyers: Your Q4 Marketing Playbook

Q4 is your biggest opportunity of the year, so we want to equip you with a powerful suite of tools to help turn browsers into buyers – without sacrificing margin. During our Winter Seller Check-In, I asked attendees to send me their holiday questions. Many were about marketing your listings, so we created a practical playbook of tools for peak season.   Q1: What tools should I use to get more customers to my listings?   Your Store subscription is more than branding — it’s your access pass to high-impact merchandising tools. Use them to create demand, reward repeat shoppers, and move inventory strategically. Coupons: Deploy targeted, time-bound coupons to convert high-intent shoppers. Keep thresholds tight (for example, $10 off $75+) to protect margin while nudging larger baskets. Pair with seasonal themes — “Gifts under $20,” “Last-Minute Deals” — and promote them in your Store and marketing channels. Markdown Events: Plan longer marketing events around key moments (Black Friday, Cyber Week, last-ship dates). Refresh the event weekly so returning shoppers see something new. Use shorter markdowns on items with strong demand to help capture sales without eroding profit. Volume Pricing: Encourage multi-item purchases with tiered discounts (buy 2, save 5%; buy 3, save 10%). This works especially well for accessories, consumables, or variants. Call out the savings in your item descriptions and images to make the value obvious. Offers to Buyers: Set smart automations for sending and responding to offers. Convert watchers with modest discounts and add an expiration to create urgency. Use counteroffers strategically — anchor close to your target margin and sweeten with combined shipping or volume pricing to lift average order value (AOV). Watch the Seller Marketing Team showcase each of these tools in greater detail — Maximizing Conversion: Using Marketing Strategies and Offers Dashboard . Pro tip: Build a calendar now. Map your coupon windows, markdown events, and offer automations against key shipping cutoffs and traffic peaks. Consistency beats one-off blasts.   Q2: How can I target past customers when I have new inventory?   Newsletters and Buyer Groups help you reach the right customers at the right time with the right message. Think “segments first, promotions second.”   Creating Buyer Groups   Speaking to buyers directly through newsletters is one of the most effective ways to drive engagement, encourage repeat purchases, and keep your business top of mind. Tailoring your message and content to your unique audience strengthens the relationship and supports long-term sales.   To get the most out of your newsletters, use eBay’s Buyer Groups to segment customers based on how they’ve interacted with your Store. That way, you can tailor what you send and when you send it, so your newsletter feels relevant to them and valuable to you.   Broadly speaking, you can reach two main types of buyers through newsletters: Past buyers Followers   From there, you can get more specific. As a starting point, most Stores will have past buyers who can be further split into two categories with subcategories as well.   Repeat buyers One-time buyers Category purchased from your Store How long they’ve been following you Buyers who bought in the last 30, 60, or 90 days Creating Newsletters   When sending a newsletter, select a Buyer Group as the recipient. This lets you personalize your message — whether you’re sending exclusive offers that reward loyalty, running category-specific sales, or promoting new stock.   Send concise, value-forward emails highlighting new arrivals, limited-time deals, and curated gift guides. Include clear calls to action and hand-picked collections (for example, “Top Gifts for Kids for 2025,” “Top Selling Dresses”). Schedule sends on a strategic cadence for your business and around major shopping moments to keep momentum without fatigue.   Track send times, open rates, click-throughs, and conversions. If a segment underperforms, adjust the offer or tighten the audience. If a campaign is successful, replicate the structure for future sends.   Watch how the Seller Advocacy team suggests using Buyer Groups and Newsletters for the holiday season.   Delivering success during the holiday season is about precision. Align the right promotional tool with the right audience at the right moment. Use eBay’s marketing tools to create compelling, margin-smart offers, and amplify them through Newsletters and Buyer Groups. Build your calendar, execute consistently, and keep testing. That’s how you turn browsers into buyers — and buyers into loyal customers.   — Ron Jaiven, VP & GM, eBay U.S. Markets

List Smarter, Sell More This Holiday Season

Hello Sellers,   We’re getting closer to Black Friday and Small Business Saturday!  I hope last week’s trend reports and our new global advertising campaign gave you some fresh ideas. Today, I’m tackling another  popular seller question from our Winter Seller Check-In about how to improve listings and increase visibility with SEO. Question #1: “How do I make sure my listings are getting appropriate traffic?”    Once your great inventory is listed, the next step is optimization.  eBay provides robust tools in Seller Hub to help understand your listings visibility, improve conversion, and take action. Use Traffic Report to Spot and Fix Performance Gaps   In Seller Hub, the Traffic Report breaks down impressions, views, and sales conversion so you can pinpoint where performance is strong or may be breaking down.  At eBay Open, our Product Manager David Bernstein walked through how to read the report and explained common causes and fixes for low impressions and low conversion.   Actions to improve low impressions: Poor SEO — Optimize titles with popular search keywords Wrong category or missing item specifics — Add/fix item specifics (brand, size, type, GTIN/UPC, color, etc.) Non‑competitive pricing or shipping — Use Product Research to check sold comparisons Actions to improve high impressions but low conversion: Thin or unclear descriptions  — Enhance descriptions: Clear and organized; include item condition, dimensions, and FAQs. Expensive or slow shipping — Offer faster options or free shipping where feasible. Uncompetitive pricing  — Adjust pricing and create offers: Send offers, run sales, or run volume pricing or coupons. Negative feedback or low buyer trust  — Address feedback: Request revisions when appropriate and respond to negative feedback. Bonus: David answered the age‑old question — “How can I have a watcher with no views?” — in the session.    Watch the full session on Optimizing your Business Operations . Use Listing Quality Report to Strengthen Your Listings   Curious how your listings stack up?  The Listing Quality report in Seller Hub provides you with analysis of your listings – at listing and category level – and makes recommendations to improve your listing quality.   This downloadable report gives sellers a quick and clear picture of how they are performing compared to similar sellers, and was designed with input from the seller community.  The report can be accessed within Seller Hub’s Performance tab under Summary and Traffic pages.    What the report recommends:    Item level actions Recommends specific actions to improve your listing quality like adding photos, improving your title, and adding critical information like the specific brand. Your performance vs. competitors Your performance compared to other sellers selling in that category and condition. This can help you prioritize your efforts into the areas of your business that need it the most. Google Shopping insights Listing level report on which items are being rejected by Google and how to fix them. Watch the full session on using the Listing Quality Report . Question #2: “How can I get more buyers to see my listings using SEO?”    We invited Google to join our Search team at Winter Check-In to share best practices that help your listings surface on eBay and in external search. Strong titles and complete item specifics are the fastest levers to increase discoverability. In fact, better item specifics can help deliver up to 4x more traffic to your listing. Title Best Practices Keep titles to a max of 80 characters Mobile first: the first ~60 characters are always visible (varies by device) Frontload important words such as brand, model, size, color, and key feature. Avoid extraneous symbols/words (e.g., “L@@k”); they can cut CTR by up to 4x. Avoid punctuation, emojis, and non‑text characters Be concise; don’t repeat data already captured in item specifics (e.g., “New,” “Free Shipping”) Item Specifics Best Practices Sellers who provide at least 7 attributes perform over 2x better than those with 1 Provide real, structured values: GTIN/UPC/EAN where available Core descriptors like color, size, team, parallel, material, and style Fill out what’s relevant and accurate to your item and category Category nuance matters (e.g., sports trading cards often benefit from 12+ specifics) Watch the full Google and eBay SEO Best Practices Session for image best practices to complement your SEO and improve conversion.    We’ll continue sharing more answers from your top questions — next week we’ll dive into marketing to your buyers using eBay’s tools. Thanks for everything you do, and here’s to strong visibility and conversions as we head into peak season.   Thanks, Ron Jaiven, Vice President & General Manager, eBay North America

Introducing Ron Jaiven: eBay’s new US General Manager

Hello sellers,   Thank you to everyone who joined last week’s Winter Seller Check-In.  It was great to see and hear from our eBay community.  If you couldn’t join, you can watch the full session on YouTube .  Below is a brief introduction to me and the areas where I’ll be focused.   I’m Ron Jaiven, the new General Manager for eBay North America. I have the great privilege of continuing the great momentum of Dawn Block, who led this seller community for the past 18 months.   I joined eBay in 2013 and have worked in many roles across eBay.  Most recently, I was the General Manager of our US Collectibles category, where I launched new enthusiast experiences such as Grading Add-On services for trading cards.  Prior to that, I served as General Manager for our US Parts & Accessories category (P&A) where I helped release our Guaranteed Fit program and launch several marketing campaigns.  And previously, I led our US Vehicles category, where I relaunched our eBay Motors mobile app.   I also had roles in our eBay Classifieds Group, served as Chief of Staff to the eBay CEO, and worked in our Corporate Strategy department.  And now I’m now excited to bring these experiences to help support our sellers across eBay.   Sellers will remain central to my work in this new role. You are entrepreneurial, committed to your businesses and to the eBay community, and you use this marketplace to create economic opportunity for yourselves and others. I have deep respect for that.   My first priority is to support growth for the eBay community. Strong sellers lead to strong buyer demand and a healthy platform. I look forward to a steady, practical partnership—listening carefully, learning from your expertise, and acting on what matters most. Your voice will continue to guide our decisions, and your feedback will inform how we evolve the eBay platform in 2026 and beyond. It’s an exciting time at eBay, we just celebrated 30 years as a company and we’re looking forward to what’s ahead.   I can’t wait to share more insights and answer your questions as we all prepare for peak season. Stay tuned in the community to hear more from me in the next month.   Thanks, Ron Jaiven, Vice President & General Manager, eBay North America

A message from Dawn Block, GM for eBay US

Hi sellers!   We are on a path to building a stronger eBay for the future — one that is growing and resilient in the face of any challenge. Change can be perceived in many different ways. So, I wanted to take a moment to inform you of another change – a change in leadership – that change being, me.    I’m Dawn Block, the new General Manager for the U.S. market. I’m incredibly grateful to my predecessor, Adam Ireland, for his skilled and thoughtful leadership, and I look forward to building on the momentum that his team has created.    I joined eBay in 2021 and have been responsible for driving exceptional shopping and selling experiences across Fashion, Collectibles, and Home and Garden in the U.S., U.K., and Germany. Over the years, I have witnessed the transformation of eBay. Some of the initiatives I have been super involved in are the Vault and our Authenticity Guarantee program. Both experiences are built around trust; trust for the buyer and seller; trust for the eBay community entirely. Trust is what I hope to earn from eBay sellers as we begin this new journey together.    Sellers have been and will continue to be near and dear to my heart along this new journey. You are entrepreneurial. You are passionate about your businesses and the eBay community. You use this marketplace to create opportunities for yourselves and others. You inspire me.    Coming into this new role, my number one priority will be to support growth for the eBay community. With vibrant sellers comes vibrant buyers and a vibrant community and platform. I look forward to partnering with you and most importantly, listening to you. I have a great deal to learn from this community. You are the true eBay experts. Your voice matters and your feedback is valued, and it will certainly be used to evolve the eBay platform.    Buckle up for the ride ahead! We are in this together. Who knows, you may catch me bidding on a pair of your sneakers and I may catch you buying apparel from me. WE are eBay!    Happy selling!
