Buyer-Requested Cancellations Counted as Seller Fault Unfulfilled in BBE – Is This Correct?

Hello, I am looking for clarification regarding the Seller Fault Unfulfilled metric under eBay's Cross-Border BBE policy. It appears that some orders where the buyer explicitly requested cancellation may be contributing to the seller's Seller Fault Unfulfilled BBE rate. I am trying to understand whether this is intended behavior or a possible classification issue. Specifically, if the sequence is: Buyer places order → Buyer requests cancellation → Seller accepts the buyer's request → Buyer receives a full refund should that transaction be classified as Seller Fault Unfulfilled ? This seems different from a situation where the seller cancels because an item is out of stock or because the seller is unable to fulfill the order. Another concern is that the BBE dashboard may show a number of Seller Fault Unfulfilled transactions, while the downloadable BBE Transactions report does not clearly identify the individual transactions responsible for that metric . This makes it difficult for a seller to determine which transactions are being counted and provide evidence if a transaction has been incorrectly classified. Could someone familiar with Cross-Border BBE please clarify: Are buyer-requested cancellations supposed to count as Seller Fault Unfulfilled? Does BBE distinguish between buyer-requested cancellations and seller-initiated/unfulfilled cancellations ? How can a seller obtain the Transaction IDs being counted under Seller Fault Unfulfilled if they are not identified in the downloadable BBE report? Is there a specific process for requesting a manual review of an incorrectly classified BBE transaction? I would especially appreciate clarification from an eBay representative or sellers who have encountered the same issue. Thank you.

      NEED HELP CANT WITHDRAW FUNDS

I have a restriction on my account that prevents me from withdrawing. I have attempted to contact multiple agents who tell me they cannot find any restrictions and that I should be able to withdraw. However, everyone keeps hanging up on me or keeps transferring me. This has been going on for a week and the message I get is “Your payouts are currently on hold because your eBay account is restricted. You'll start getting paid again when your account is reinstated.” i’m tired of going through this in this loop and I just need assistance on what to do here. I just want my funds. The only thing I can think of is, I recently won a appeal from a buyer who claimed I sent the incorrect item which I did didn’t they had me sign a declaration page and that was the end of it. The funds were released back to me, but all of a sudden this happens please someone help.

      Aquiline Tracking

It is my understanding that eBay has dropped Aquiline. I have just made an order and I checked to see who it was going to be shipped by, and noted that the ad stated UPS, I was good with that.. I do not order anything that is going to be shipped by Aquiline because I have been scammed by Aquiline or a user of it. When I got my tracking number today and noticed that it was from Aquiline I am now concerned that I may not get this item. I cannot seem to contact eBay directly to ask why this was allowed to happen or how this can be fixed from happening in the future. I do not trust this company and I do not trust people who use it. We have FedEx, UPS and USPS available to us. All of these are relatively available anywhere in the United States and have a great reputation. I have gotten to where I check to make sure that anything being shipped to me is coming from the US, because anything coming from overseas when they say US seller is a liar. I don't deal with liars. I think eBay should check to see where the sellers are actually from. If they are in the US, this is how they get a US seller tag, If they are from China, Taiwan, Germany, England, Canada or any country that country is their tag. Just because they have a warehouse in the US does not make them a US seller. If they start shipping by strange companies, that do not seem to be able to get the product to the customer. They are not reliable sellers. I have a better chance of getting my money back from someone who's in the United States If eBay doesn't do it then I can do it with my credit card company or PayPal. But if Aquiline says that they have delivered my product then I have no course of actions at all. They do not believe the customer. When UPS, FedEx or USPS says that they have delivered the package you can bet they have delivered the package. If not they will find out where it went. I am truly sorry if some find this offensive, but I have had so much trouble from Fly by Night Shipping or foreign to domestic tracking. Things happening like items that should have taken only 3 or 4 days to arrive, taking up to two months or not arriving at all. Afterwards being told that yes it was sent and we show you received it on this date . Sorry, to hear you can’t find it attitude. Now, to find out that someone is trying to get around the rules by adding the tracking number by hand to a company that eBay has stated we are not supposed to be using. Now has it gotten to where we cannot trust the sellers or eBay?

Is it possible to request a courtesy review of expired transaction defects?

Hello everyone, I am looking for guidance from experienced sellers and any eBay moderators who may be able to provide advice. I currently have several historical transaction defects on my account, primarily: • Out-of-stock cancellations • One case closed without seller resolution These defects occurred between July and December 2025 and are now outside the standard appeal window. Since then, I have significantly improved my inventory management and fulfillment processes and have had no similar issues. I understand that the defects were valid at the time and I am not disputing that they occurred. However, I am wondering whether eBay ever grants courtesy reviews or exceptions for older defects when a seller has demonstrated improved performance and compliance. Has anyone successfully had historical defects reviewed or removed after the appeal period expired? If so: • Which department did you contact? • What information did you provide? • Was Seller Performance able to assist? I appreciate any advice or experiences you can share. My goal is to ensure my account reflects my current performance as a seller. Thank you.
