If you shipped via USPS, you can file an appeal to have your case reviewed.
You probably received this notification through your eBay email account. Just use the email address supplied on the notification, or use the 800 phone number to file an appeal through USPS.
This happens a lot -- lighter items get attached to heavier items, and the lighter item winds up being charged for the combined weight of both packages.
So file an appeal, and you should receive a refund in a few days.

OP3 weeks agoI didn't agree to pay it. I was notified that I was being charged and they took it.

It sounds like you have already paid the additional $29.95.
If you questioned it, why did you pay it ?
"They say my sandals weigh 40 lb.!! Really?"
Who are "they" ?
Since you apparently already paid this additional $29.95,
presumably voluntarily, I don't think you will get any "money back."
Certainly not from eBay.
