What happened to free signature confirmation on Fedex orders over $500?

Free Fedex signature confirmation on orders over $500 has been around for a long time on eBay. According to Fedex, this is still their policy. Is eBay pocketing the money for a free service? Thanks and God bless!

If I understand it correctly, it is there automatically for items with a value over $500... just don't check the box to purchase it again or you get charged
