Matthew at Ebay customer service helped sort out the problem for me. since this question is likely to come up for someone else, I will explain the solution.
I had 3 items to ship, 2 were in one order 1 was separate from that but going to the same buyer. I combined the orders and purchased the printing label but no QR code, nor any option to select one. I checked on the app/phone and in my email. I was forced to cancel the label.
The solution is this. When you need to combine orders you need to purchase just one at a time and the QR code will be there. Then simply add the tracking to the other order.
I don't get orders enough to have this sort of a problem. I don't like to cancel labels as they can float around a while. I even had USPS chastise me for having to cancel one before as if I did it for recreational purposes. So I'm not liking to have to do this.
So, eventually someone will come along and ask where the QR code is when they have multiple orders to combine. Here is the solution.
