The September changes were known to create longer delivery times for shipments involving 60% of the Post Offices, those located more than 50 miles from a sorting center.
If your PO and the destination PO are part of the 40% they should be seeing no delay.
My PO is affected. The delay is greater than expected. My Saturday shipments received their first scan today (Wednesday). My handling time has been adequate to mask these delays and avoid late deliveries and late ships.
I have the freedom to use a late delivery time because my items have few competitive offers, are not necessities, and I do the best I can to discourage buyers who are looking for a last minute gift purchase. The new postal rates are having more of an effect than the delivery time. I would like a better set of tools to replace my shipping policies for fixed price shipping, but do not expect them. So far I have updated about 25% of my 5k listings and current sales have shown a slight loss on shipping charges on the average.
All sellers are pretty much held captive by the USPS. They are a necessary evil.
I shipped an eBay package and the destination was 1 hour from me. It took 7 business days to be delivered ground advantage. I joked with the buyer that I could have driven it to him faster. I shipped a priority package to my mom that gave me a 3 day estimation and it took 10 days. Do I get money back because it really wasn't a priority to them? No. We should have recourse in cases like that.
More personnel would be better. I suspect those USPS folks in North Dakota are handling a lot less mail than those in Illinois & Indiana.
Current population of North Dakota is estimated at about 800,000. That of Illinois is over 12 MILLION - approaching 13 million. Indiana is approaching 7 million.
Everything is running properly at my regional hub in Rochester NY. No late shipping dings in all of 2025. It is how it should be everywhere.
If people are having problems with their local hub, they need to contact their Congressmen and ask them to get involved. Some have had luck getting problems resolved at their hubs after their representatives got involved. (Congress as a whole really needs to start paying attention to the post office, but I digress...)

It's more of a city + state problem I would say.
And I don't remember when I had a buyer from North Dakota...maybe once every 2 years...😆
