Used eBay shipping label, UPS lost item, unable to get refund

Sold a car part, bought a label through the eBay site, 30 days later item has not arrived, tracking shows lost, issued refund to buyer, tried to file a claim with UPS but keep getting run-around on refund. Is there a process to get a refund through eBay?
