USA based, I only offer Domestic Free Shipping, now everything is shipping "FREE" even Internationa
I saw videos that told me to 'exclude' international from my shipping locations, which I did - but now people are suddenly are telling me "Hey, why don't you ship to the U.K?" etc.
It seems I excluded ALL International shipping.
So, I go to settings, and I "un" exclude these locations. Look at my free shipping - and yes, I now apparently will FREE SHIP to India, etc.
This was working fine for me for 20 years - what happened?

IF you offer free domestic shipping, you are shipping "domestically" to the ebay shipping "hub" for your normal domestic rate (free)
You are not involved in the international leg of the shipment...that is between ebay and the buyer.
I changed my location to the UK for this sample (as the buyer might see it)

Looks like you're using Ebay International Shipping, so you only ship to the US hub.
The buyer pays shipping from there to their country.
Once the item reaches the hub, you're job is done and Ebay takes care of everything after that.
