The eBay Standard Envelope Shipping option has gone missing

I'm trying to list some trading cards in the $10-20 range and the standard envelope shipping option is no longer showing up under shipping options.

Is the Ebay Standard Envelope shipping still available? I don't see it anywhere.

I do see these two options but I'm reading from Ebay sellers that the cost is actually $3.50 when trying to print the label:

Flat: USPSPriorityFlatRateEnvelope $1.00, 1 bu

The standard envelope postage is available but only in selected categories.

Well, this is an issue again. It came back for a while but now it's gone again.
