Shipping small items less than 1 oz and smaller than 6 x 4
How can I ship a small vintage magazine advertisement without using USPS ground advantage. The magazine ad does not fit into the eBay standard envelope categories. I was informed by an eBay supervisor that USPS first class mail is no longer an option on eBay. However, when I tried to set up a new shipping policy USPS First class letter and USPS Large envelope was an option. What can I do so that the buyer or the seller are not over paying to ship an item that weighs less than 1 oz. smaller than 6" x 4". I need help I am losing all my profit in shipping cost.

As @buyselljack2016 has suggested, you can mail the 6" X 4" card at USPS First Class Envelope rates, using just a plain #10 envelope (which is just slightly wider than 4") with a regular First Class stamp.
You cannot purchase this postage on eBay; so you can either use one of your own envelopes and stamps from your home, or go to the post office and purchase a stamp there.
And, again as @buyselljack2016 had stated, there's no tracking on First Class letters; so you're either going to have to trust your buyer to not open an INR case against you, or ship the card at the higher USPS Ground Advantage rates which will include tracking.
Your choice.

"Could media mail be a good option?"
Definitely not! Advertising matter is not permitted under USPS Media rules.

like davycrockett posted........... doesn't qualify
and besides MM cost starts at a $ amount that would not be cost effective for buyer/seller

You can ship 1st Class.
You just cannot purchase a "label" on eBay to ship the item.
You can ship in a letter size or large envelope without tracking.
Just put stamps on the envelope and mark it shipped.
You will have to refund anyone that says they did not get the item.
Not using tracking just keeps you from achieving "top rated". It will not cause "below standard".
To maintain "top rated" some sellers choose to have a second account just for "untracked" items if they would cause the %age to drop them out of "top rated"..
