First, you need to understand that eBay is not a shopping site like Amazon. eBay is made up of hundreds of thousands of individual sellers located pretty much all over the world. Not all of them will ship to your location.
When you find something you want to buy that's listed on eBay, first you will have to make sure the seller ships to Uganda. In addition to the price, you will be shown the shipping cost, which can vary greatly depending on your seller's location. Don't bid or buy if you feel that cost is too high.
Another thing: before bidding or buying, read absolutely everything you can find here about how eBay works. EVERYTHING.
Hope you will enjoy your shopping experience here.
That is something we can not possibly tell you as we have no idea what you are buying regarding weight and size, or where in the US it will be coming from.
On any listing a seller has that will ship to your country there will be a shipping cost.
