Shipping a Large Item To Puerto Rico. Could I Have Potentially Been Burned? | Shipping

I currently have a large item listed. The weight isn't so much the issue but the size of the box is. Weight is 21' and the box is 69" x 13" x 8". I had this item listed as UPS Ground for about $78 flat rate shipping. An interested buyer from Puerto Rico wanted to know how much shipping to PR would be. I looked it up and UPS was the cheapest at $198. I'm enrolled in int'l shipping but don't believe PR is considered international. Am I wrong on this? If the potential buyer didn't ask about the shipping could he just have done BIN, paid the $78 shipping and I'd be out approximately $120 to ship to him? I've been selling for a little while now but had never considered this before and I'm somewhat nervous about larger items now. I've changed the listing to Calculated Shipping and give my discount. Am I missing something here? Would this go directly from to the buyer in PR or would it be considered int'l and go through EIS? (I've sold many items through EIS). This is a little long-winded but would appreciate any help. Thanks.
