Refund given due to lost package , customer received it 10 weeks. Can I bill them? | Shipping

I mailed several packages usps. 10 weeks ago. Customer filed item not received and I refund them-I filed with usps to find lost items and filed claim for my loss. Well today customer said package arrived! Can I bill them? How would you even do this? My usps claims were denied(usps said they sent a letter I havenâ€™t gotten yet for reason of denial) so no problems there as far as money goes. But do I just write it off as loss? Ir can customers be billed after they received a full refund?
