eBay issues a QR code immediately when you purchase the shipping label, provided you select the QR code option before completing the purchase. It will appear on the order confirmation screen and will also be emailed to you. There is information on how to get a QR code in the link below.

If you have already purchased a label you can create a new one with a QR code, then cancel the first one there's info about that in the link above.
