PWE shows Delivered but Buyer opens Item Not Received Case

What do you do in the case where a card was sent PWE and shows delivered but the buyer opens a case stating “item not received� The buyer opened case over a week after it showed as delivered.
Do you just refund the buyer or have eBay resolve case? Since it shows as delivered. I’m aware PWE tracking isn’t the best.
Will I get hit with a defect if I don’t refund them? Appreciate some advice as it seems lately PWE has been getting worse with scans IMO.

·7 months agoESE can sometimes receive the 'delivered' scan a day or two before being delivered. This is particularly true if the destination PO is backed up like in the recent weather events.
If a full week has gone by it's probably not going to make it. Unless the buyer was rude or harassing about it, I'd just send a refund and file on the insurance. You can do this with ESE even with a 'delivered' scan when there's an INR claim.
I currently have 2 of these. One with a $20 +shipping card, I messaged the buyer and they said they'd wait a few days to see if it arrives, since I'd only recover the $20 with insurance. The other, a $2 card I'll just refund this evening unless the buyer says they got it before that.

OP7 months agoThanks. I have had several before with the no scans or show delivered and truly wasn't till the next day. It's the waiting over a week to open a case after it said it was delivered, which I wasn't sure how to handle.
I was unaware you could still use the insurance when it showed delivered and a claim was opened. thanks for that knowledge.

·2 weeks agoSounds simple but you are still out the card. Ive been selling on Ebay for20+ years just recently getting 7-8 dishonest buyers a month scamming the tracking policy. Yes I said scamming. When you see your Aaron Judge serial $ /75 on another site there is an issue I lost $300 + last month in refunds . I have had many feed back left showing card not delivered . It is a serious problem that needs to be address

·7 months agoHave no idea what PWE is in terms of a delivery service, but, if there's tracking showing delivery and a buyer opens an item not received case, all you have to do is post the tracking # to the case.
Also, you have been here since 12/01/02 and so have to ask. Is this the very first item not received case you've encountered?

·7 months agoI suspect when the OP says PWE they are talking about the eBay Standard Envelope (ESE)
Rules are a bit different for that.
Sellers should refund in such situations (case opened) and then opt to collect the eBay insurance for ESE.
Showing "delivered" is just a processing scan at a regional facility, and not proof positive that the envelope actually arrived at the buyer address.

OP7 months agoSorry for the confusion. Yes, PWE (Plain White Envelope) is used for selling trading cards under $20 with limited tracking. It has certain criteria that has to be met for size. Basically and envelope that cannot exceed 3 oz. It's the tracking piece that is the most frustrating. It has to go through the sorting machines at USPS to get an actual scan. And sometimes it doesn't which makes the process harder. It does also sometimes show delivered even when it truly isn't.
