Puerto Rico on My "Excluded Countries" List. Still Have a Sale There. WHY??
I just sold something to somebody in Puerto Rico, and, as before, there are issues with getting the package there. Do not wish to mail to locations where there are problems. And will never opt into the International Shipping Program, since the liability is limited to a mere $100.
Checked my shipping preferences, and Puerto Rico is on my Excluded Countries list. Wondering why this sale still went through, when a buyer shouldn't have been able to purchase.
If the funds came from the US, it still should not be allowed to ship to another country (even if it is s US possession). There are many instances where a buyer from a foreign country has an item mailed to an address in the United States, and those transactions have gone well.
Just wondering why, since there is an option to not ship to Puerto Rico, and I checked the box correctly, why I was still required to mail to a location I do not prefer to do business with??

What is the Item# - some of your listings have Puerto Rico & US Protectorates blocked, some don't.
Here's one where PR is not blocked, you can enter a PR zip code 00601 and get a shipping cost:
https://www.ebay.com/itm/177803483405
vs this one that is blocked:
https://www.ebay.com/itm/168074795294
Also you may want to read up on the eBay International Shipping program (eIS), which is very different than the International Standard Delivery program that you're referring to.
With eIS, you only ship to the US hub in Chicago and eBay assumes all shipping and liability after that. You're done.

OP8 months agoHave has PR checked on the list of excluded countries for years, so all sales to there should be blocked.
Seems to be another "glitch".
Just wanted to check if others are having this problem.

It does seem odd that there's a mix of exclusions on different listings.
Also as mentioned above PR can be entered as a "Country" or as a U.S. territory(state) - but it does appear you checked both the Int'l Country list and U.S. Protectorates, so the block is supposed to work either way.

OP8 months agoAlso, just did more research into the International Shipping Program. Seems that it is a good benefit for sellers, but buyers are turned off due to the very high costs involved. Will give it a try.

·8 months agoBlocking the "country" of Puerto Rico will only block it when the buyer improperly has their country set to PR. To block domestic shipments there when the country is set to USA, you need to block US protectorates from the domestic list (same place you do AK/HI).

OP8 months agoYes, I did this. Wouldn't have posted here if I didn't first look thoroughly that all these options were checked.

OP8 months agoAs I stated, I am aware that PR is a US possession.
Question is: If this is the case, why is Puerto Rico even included on the list of Excluded Locations???
Same goes for Alaska, Hawaii, and P.O. Boxes. Of course, they are also in the United States, and there are options one could check to not ship to them. In fact, I have AK and HI also checked, and a sale to Hawaii just went through as well.
Need to know if this is another eBay "glitch", just as one which occurred for years. If the "Don't Allow Blocked Buyers To Contact Me" box was checked after the Blocked Bidder/Buyer List, buyers were still able to message a seller.
