Postman won't deliver if dog is barking or mailbox is blocked.

Then they file a refund with eBay right away without talking to the seller first. The seller might get their item back and might not. In the meantime, eBay has taken money out of account and put it on hold which is a huge hassle. Not worth it.

You need to tell your buyer to go to the post office to pick up the mail. My brother is a mail carrier and he won't deliver to homes with lose dogs on the property. He once did not deliver the mail to an entire block for 2 days because of the loose dogs on the block. It's the mail carrier's right to do that. My brother does carry dog treats in his mail truck and also some type of dog repellant spray but sometimes, it will not work. He's been bitten a few times too.

So you need to tell your buyer to take his butt to the post office. If the item was pricey, recall the package. It's possible that the buyer is a scammer and is waiting for a refund and then they go retrieve their mail. The post office will hold it for X days. X could be 4 or 5 day or longer. It depends on the post office. You can also google the buyer's zipcode and see if you can call the post office and ask them to please attempt another delivery.

If mailman doesn't mail your item then I guess they never get their mail from anyone ever?

Some buyers open a claim and don't even email the seller.

I usually get my items back....because of what I sell my buyers are on the older type. Kind of disagree about not getting item back. I had something returned me from Israel even....I just assumed the buyer passed away. It was a P O Box address.

And cannot even count on 2 hands how many items got returned to me during covid when countries were closed for mail.

They should have at least scanned a delivery attempt. That would help you.
