If tracking shows it was delivered, you need to contact the carrier and see what you can find out about the package.

Ebay gives buyers 30 days from the estimated delivery date to file the appropriate case if there is an issue.
You can do this by locating the item in your purchase history and clicking on the "more actions" button.
This particular seller doesn't have the best feedback ratings.
