"PC Postage Entity"
Who is considered the "PC Postage Entity" for mailing labels? Is it EBAY or PayPal?
I recently opened a dispute (with the USPS) for a USPS Short Paid Fee that was charged to me on my monthly EBay invoice.
The dispute was approved, and I received an email from USPS stating the money was refunded to my PC Postage Entity.
Both EBay and Paypal say they didn't get the refund.
I can't get a live person on the phone at USPS to talk to about this.
Has anyone else ever dealt with this?
Thank you!

·2 years agoBTW, "Small Flat Rate Boxes" are the only boxes I have since nothing I sell requires anything larger than that.

·2 years agoSomething like this happened in england when they went to an automated system. Only there people went to jail and had their lively hoods destroyed by errant automated systems. This appears to be the same type of Automated Error prone system that is resulting in legislation being passed in the UK as we type.

·2 years agoThis is the box I used:
It is a small flat rate box.
When I bought my postage I selected "Small Flat Rate Box" I added no additional service.
I hand deliver my packages to the post office, where they check the package and give me a receipt.

·2 years agoSomething isn't adding up. If you used the Small Flat Rate Box (SFRB) and bought a label for a SFRB then there is no reason to apply a cost adjustment. One here and there in error maybe, but several of them?
You said the cost adjustments are all $1.65?
How much did you pay for the original label?

·2 years agoBTW, after selling about 150 items on Ebay 4 of my "Small Flat Rate Boxes" with no additional services came back with postage due. Ebay deducted the amounts from my sales, The fourth for some unknown reason is stuck with the post office sending me dunning notices for $1.65 for what is now two months.

·2 years agoThe issue is between you and USPS, not you and eBay which is why there's no place on eBay to appeal. USPS is very strict about their appeal window (I think 60 days). I had a cost adjustment I appealed 1 day late because the PC postage entity I used for that label (stamps.com) did not send me a notice and I found it when reviewing my transactions from the last couple months. One day late and USPS told me tough luck.
That said, it seems you have some other kind of issue going on here @ronday .
From what you said, it sounds like you are being charged for the use of Priority Small Flat Rate Boxes, but not buying labels for Priority Small Flat Rate Boxes. What kind of packaging are you using to ship? What kind of labels are you buying?
It kind of sounds like you're buying Priority labels based on weight, then applying them to flat rate boxes?

·2 years agoFrom your link:
ou can contact USPS Customer Care at 1-844-819-5187 or verifypostagehelp@usps.gov to open a dispute. Make sure you have the IMPB and Revenue Assurance ID below to identify the adjustment. USPS will respond within 5-15 business days.
That is exactly what I did. They took over 15 days for them to respond and burried in three paragraphs of double talk I was able to screen out their request for:
Which the asked me to send to another address.
Upon which they told me my request was not timely and I needed to take it up with the unnammed PC Postage Entity. There is nowhere I can find on the Ebay site to address the issue.

·2 years agoThere was nothing easy or simple, much less understandable about any of the "instructions" I received. The only thing I received was a bill, and an obscure reference to a postal apeal process that sent me in a circle of recrimination and denial of responsibility. This is a byzantine labyrinth that may seem simple once you have discovered a map, but for the uninitiated, it is nothing less than an impenetrable morass of confused gobblety talk.

·2 years agoThen perhaps this will help @ronday - my standard reply for USPS cost adjustments that the seller finds to be in error:
You can find cost adjustment details on this page: https://www.ebay.com/ship/lmng
Cost adjustments happen all the time. It's a pain in the ass, but it's easy to appeal. Send USPS an email verifypostagehelp@usps.gov with the following details (or you can call the number on the USPS page linked below):
In order for USPS to investigate your dispute they must have the following information:
I generally describe the problem, as well. Shipped 8 oz t-shirt in plain white polymailer with eBay logo, was up charged based on a Priority Flat Rate Envelope packaging which was not used.
Educated guess: packages sometimes get stuck together or are too close together when going through the sorting machinery so the scans are reading a different package. When you file an appeal, USPS will look at the actual photos taken during sorting and they will see the package and grant the refund.
USPS sends the refund to your original source of payment (credit card, bank, eBay funds, paypal, etc).

·2 years agoThis whole thing sounds shocking like the Postal scandal that is rocking the UK right now. I've received numerous postage due notifications for "small flat rate boxes".
They send you a cryptic email with nonsensical instructions that no one has any idea what the terms (lke PC postage entity) mean.
BTW, that entity thing can only be ebay, since they pretty much make it impossible to use any other shipping method other than theirs. And now we are getting cheated on the shipping bills with no recourse. Perfect.

As for cost adjustments with USPS, they are easily appealed and instructions are found in the email from eBay. If you purchased the label through eBay then eBay is the 'PC postage entity'.
