Package "delivered" but not received
I've been buying and selling on eBay for years and this has never happened before. I bought a $400 phone and the seller did not purchase insurance or a signature through USPS. The package apparently arrived, but I never actually got it. I was home waiting for the package. I went outside when I got the delivery notification, but it wasn't there.
The USPS truck wasn't even in my row of the neighborhood, so I suspect one of my neighbors received it, but I asked and they told they don't have it.
Based on the account, the seller doesn't look like they've sold anything before. In my experience, anything above $300 or if the package contains electronics the sellers always purchase signature verification at the least.
I asked the seller and I was told in a very polite way that it's not their problem.
My question is who is liable in this situation? Is it the seller liable because they didn't purchase signature verification.
I reported the package as not-delivered this morning since eBay wouldn't let me yesterday. I'm hoping one of my neighbors end up handing it over before January 7th (the date I can escalate the claim), but in the situation they don't, whats going to happen?

You need to contact your PO and see if the package was even addressed to you.
If they say it wasn't, have them send you a letter stating the package was not addressed to you.
You can use it to appeal the INR case.

·1 year agoNope signature is only required for $750 and above.
If you open an item not received case you will lose because tracking shows delivered.
