Ordered an item from Italy and having issue

On December 22nd, I ordered an item from a seller in Italy and the next day he shipped it but also messaged saying that the rules for shipping had changed for the method that he uses and the other method would cost a lot more. He hoped everything went well but worst case it would be returned.

Well today I received a notification that it was delivered and he messaged me again saying that it was returned because of the new regulations and that he can send it again but I would have to pay for the shipment and the cost will be different.

Im not sure how to approach this.

Sorry nobody replied to you sooner. Was it actually delivered? Did you check with the shipping carrier to see if the address on the tracking provided matched your address @theblackrosegarden ?
