eBay shows an estimated delivery date for every purchase. Check your email confirmation and look at the latest date in the estimated delivery window. If your item doesn't arrive by that date you can file a non-receipt claim.
Before filing a claim, check your purchase history page to see if the seller provided tracking and if the package is showing active tracking movement to your location. If the package is still moving with the carrier, give it more time for delivery before filing a claim.
