When did you buy and pay for the item? I've had the USPS accidentally scan packages as "delivered" instead of "accepted" when I was dropping them off. eBay will then notify the buyers that their items were delivered even if they are still waiting to depart the seller's post office. If you only recently purchased the item and the delivery scan was earlier than would be expected, it was probably scanned incorrectly. Subsequent tracking updates should show that the package is proceeding through the system normally.
Go to your purchase history and find the order. There should be a button next to it for "More Actions" and in that drop down menu an option for "I didnt receive it". You can submit a claim stating that the item never arrived even though it states delivered. Please note, ebay can only see what tracking shows and will most likely decline this case if it shows delivered. You can try contacting eBay customer support as it may be covered under money back guarantee. If not, you can try contacting your credit card company as a last resort and filing a claim with them.

Contact the carrier and see what you can find out about the package, like was it addressed to you.
