'No International Shipping' isn't working/Buyers shipping to USA warehouse and then out of country? | Shipping

My account settings are for 'No International Shipping', but several sales lately have been to a warehouse in Illinois and then out of country? There are abbreviations on the shipping address labels ie EIS(Ebay International Shipping Program) and evtn (for items mailed with Royal Mail Service) that have popped up recently. I never heard of Royal Mail. How is this allowed when I have selected only USA shipping? What is my responsibility as a Seller for packages that are leaving the country? A package that I mailed on Sept. 9 shows a delivery date in Dec. to Canada? Has anyone experienced this or have knowledge of it? Thank you
