A day after the estimated delivery date Ebay gave you, open an Item Not Received case. Go to your purchase history and click I didn't get it in the menu next to the item. The seller will have 3 days to provide a tracking number showing it was delivered or refund. If they don't, return to the case on day 4 and ask Ebay to step in.
You need to contact your customs office and find out how to pay the import tax so that the item can be delivered to you. If they are holding the package until you pay that amount, you should not open an item not received claim as you will receive the item once you pay import fees.

You have 30 days after that date to open an item not received case.
If it's been longer then that, open a case with Pay Pal, if that's how you paid or contact your payment source.
