Looking for advice - International package returned due to buyer address format

I'm hoping some experienced sellers can tell me how they would handle this situation.
I sold an international item on June 29, printed the shipping label that eBay generated, and shipped it promptly on July 2.
On July 12, the buyer contacted me after seeing tracking indicating the package was being returned. I told them I had not yet received the package back and would investigate once it arrived.
The package was eventually returned to me on July 30. USPS attached a "Return for Export Compliance" sticker stating that the recipient address must be in Roman letters/Arabic numerals. In other words, the shipping address on the label did not meet international mailing requirements. I immediately informed the buyer that the package had been returned and that I would be contacting USPS to determine the best way to resolve the issue.
On August 1, the buyer thanked me for the update and asked whether I could either reship the item or issue a full refund.
On August 2, the buyer opened an "Item Not Received" request, and eBay placed a hold on my funds.
On August 4, after speaking with USPS, I learned that I could not simply cross out or modify the existing shipping label. I messaged the buyer explaining that I was willing to reship the item, but I would need a properly formatted shipping label or recipient address that complied with USPS international requirements.
On August 5, I again explained that USPS would not accept alterations to the original label and shared the alternatives that eBay customer service had given me in an effort to resolve the issue.
Throughout this entire process:
-I've remained in regular communication with the buyer.
-I've responded within the deadlines provided by eBay.
-I've never ignored the buyer or the claim.
-I still have the item in my possession and am ready to ship it immediately once the addressing issue is resolved.
My concern is that I simply printed the shipping label that eBay generated. The package was returned because of an address formatting issue that appears to have originated with the buyer's address and/or the label generation process—not because I failed to ship the item.
I'm also reluctant to issue a full refund while I still have the item because:
-I did not cause the delivery failure.
-The item can still be delivered if a compliant shipping label is provided.
-eBay has placed a hold on my account, and subsequent sales are now being applied toward that hold rather than being paid out to me.
My current plan is to wait until eBay allows them to step in on the case and ask them either to:
-Provide a corrected shipping label so I can reship the item, or
-Advise the buyer on providing a compliant shipping address that can be used to create a new label.
Has anyone dealt with a similar situation involving an international package returned for export compliance because of the recipient's address format?
I believe this situation should be covered by seller protections. Is there anything else I should do before asking eBay to step in?

·Aug 6, 2026 at 7:31 AMUSPS is a member of the The Universal Postal Union (UPU) which is part of the united nations, they are legally bound to accept labelling in Arabic, Chinese, English, French, Russian, and Spanish.
If you ask the buyer to message you there full address in english and resend the item using that address you will not be protected by ebay, you were years ago but that all stopped now.
If you shipped using an ebay generated label and its gone wrong thats ebays problem, you have complied with the rules and shipped to where they told you to, it says when the buyer checkouts to check the delivery address before payment is made.

You need to run - not walk - to that INR case and input the tracking number. You only have three days from the opening of the INR to do that and you are already past it. If eBay steps in without you having uploaded the tracking number, they will close the case in the buyer's favor and refund them from your funds. You will also get a defect on your account because eBay had to step in. You are the seller. This is your responsiblity, not eBay's, to sort out.
Seller's are not responsible when a buyer inputs the wrong address. When you upload the tracking number to the INR, you need to clearly and briefly state the package was returned to you by the carrier because the shipping address must be in Roman letters/Arabic numerals. There is no need to go through your whole story in the INR. Keep it simple and only state why it was returned. You can add a statement that says per eBay policy sellers are not responsible when buyers input a wrong address. You can state that you shipped to the address the buyer provided.
You need to decide whether you are going to make the buyer rebuy the item using the correct address without you issuing a refund or whether you are going to partially refund them less the cost of the label you paid for.
You've got to respond to the Item Not Received case right now, even if the tracking number is there - enter it again. You have no protection if you don't do that!
For the future, it is vital you read over eBay's selling policies so you know what to do when you encounter situations like this. You never ever want to edit a shipping label for any reason. You also cannnot reuse a label. Once it has been scanned, that's it. You have to buy a new label.

OPAug 6, 2026 at 11:06 AM · EditedSorry but how can I force the buyer to rebuy the item after I refund them and relist the item? What if he decides it's no longer worth the hassle and refuses to? I'm trying to preserve a sale that's already been made.
I also do not believe I should be responsible for purchasing another shipping label. I've not read anything in eBay's literature that would lead me to believe this

·Aug 6, 2026 at 5:31 PM@jglen000 You obviously cannot force the buyer to do anything. If you refund them and they do not buy again, hopefully someone else will buy the item down the line.
As far as buying another shipping label, you can charge the buyer for a new label if they want the item. Again, as long as you upload the tracking number to the INR you should be protected.

I clicked save and continue and it was noted in the request history. I didn't leave any info in the comments so I'll try and do that as well.
I responded to the INR within the allotted time by messaging the buyer then uploading the tracking info but I don't see how this situation is solely mine to sort out now

·Aug 6, 2026 at 5:40 PM@jglen000 Yes, sometimes the tracking number is there - but you still have to enter it again. Not sure why eBay requires that, but they do. If you are able to go back to the INR and add a note about why it was returned to you, do that. If you pull up the tracking number history does it say in the tracking why it was returned?
Messaging the buyer has nothing to do with responding to the INR. eBay does not look at your messages to the buyer when determining whether you properly responded to an INR.
What I would do now that you've responded to the INR is to message the buyer and say, "Dear buyer, because your order was returned to me due to an issue with the address you provided, I am not responsible per eBay policy. I will relist the item and you may buy it at full price plus again using a properly formatted address." (OR if you want to meet the buyer halfway, you could say, "I will relist the item at half the original price plus shipping.")
It really depends on how you want to handle it. I've done it both ways. I have refunded the buyer less the original shipping charge and told the buyer they could rebuy. I've also not refunded the buyer and explained why, and relisted for them or a new buyer to purchase.
Most people here would tell you to refund without the original shipping and tell the buyer they can rebuy and pay for shipping again if they want it. The other thing to keep in mind is how you handle this may influence what kind of feedback you get. You've got a 100% positive feedback rating. It would be a shame if you get a negative because you didn't work with the buyer. You definitely do not have to eat the cost for their mistake, but you also don't have to try to preserve this entire sale either. Right now you could make a listing for just a shipping service so the buyer can buy a new label, and then upload the tracking to the original sale. That could give you a late shipment ding though, so it is best to have the buyer rebuy, regardless of whether or not you refund the original order. The buyer can walk away and refuse to buy, but you've kept the sale and can resale it to someone else.

OPAug 6, 2026 at 6:05 PMAll it says in the tracking history is "Return to Sender." This is the sticker that was affixed the package by customs before return
