Just making a Post that I can refer sellers to for combined shipping rules with screen shots.
This is for a flat rate shipping rule:
1 Go to this page: https://www.ebay.com/ship/prf
2 Allow combined payments and shipping ( I set mine for 7 days as I sometimes run auctions)
3 I recommend a Flat shipping rule charge X amount for the first item and X amount for each additional.
This means you will use flat shipping on the listing and not calculated.
4. This part is VERY important.. now that you created your shipping rule you have to select use my combined shipping rule on the listing form. You should see this option in the listing section. If not let me know you will have to change to the New Unified Listing Tool
You should be able to just select charge X amount for each additional item without using a rule but I have had this method fail. That is why I prefer recommending flat rules.
Or if you use calculated shipping then you use calculated rules.
You do need to use the New Unified Listing tool to apply shipping rules:
