item never delivered

Seller shipped an item, but it was never received. USPS shows the package in NY and I am in FL. Ebay is stating that the package is being delivered.

You can go to the USPS.com site and file a missing mail case. I have had a number of packages get found and delivered that way.

Your main concern is the last estimated delivery date, if the item does not arrive by that date, wait a day or two, then file an item not received complaint.
