Item marked as delivered with forged signature – no refund, what can I do now?

I’m reaching out because I’m at a loss. I purchased a camera on eBay (order number 14-13024-88935) and it was marked as delivered by FedEx on May 12th. However, I never received the item, and the delivery was signed under a forged name (“G. Alâ€).
I immediately opened a case with FedEx Israel – case number C-190496838 – and they admitted the issue is under investigation. I then refused to accept the shipment, and FedEx is now returning the package to the sender.
Despite all of this, the seller closed the eBay case without refunding me. I provided all evidence, but eBay also marked the case as resolved, even though I never got the item.
On top of that, I asked the seller about the camera's firmware (to confirm whether it supports English), and they never answered.
I’ve submitted complaints to the Israeli Consumer Protection Authority, and I’m in the process of contacting my credit card provider.
What else can I do? Can I still escalate this to eBay or reopen the case?
And is there any way to speak to a real person from eBay support who will actually listen?

Why did you refuse the shipment? Did they actually try to deliver to you?
Once the item shows a delivery attempt or has a carrier scan that says delivered, or you refuse the delivery, eBay counts any of those as "delivered".
In that case, if the buyer opens a Item Not Received case, the buyer will lose the case and eBay will close the case in favor of the seller.
A buyer cannot reopen the case once it is closed.
If it were me, I would be gathering my documentation of the carrier tracking scans and contacting my credit card issuer to file a transaction dispute.
Keep in mind that when you file a dispute with the credit card issuer, eBay is completely removed from the transaction as far as you are concerned. They won't even talk to you about it if you could reach them one way or the other.

Yes, I refused the shipment after it was falsely marked as delivered on May 12th — with a signature I never gave. I opened a case, but eBay closed it based on that incorrect status.
I have already submitted an appeal and gathered documentation, including confirmation from FedEx that they are handling the return and that the item was never actually delivered to me. I'm also preparing to escalate the issue through my credit card provider, as this is clearly a case of a fraudulent delivery confirmation.
