Item damaged during shipping
I sold a pack of rocker arm to a buyer. The issue came up: buyer stated the item box arrived damaged and one item was missing. (Personally I don't trusted him because the rocker arms were packed and sealed inside plastic wrapper and the package was packed well, he may just want to replace a piece, who knows). I was trying to file a claim as the shipper but system doesn't allow me because the label was purchased through eBay. After 10 days, buyer contacted me again and I ask him to file a claim. He opened a return request with a reason saying there was a item missing. So I contacted eBay 3rd time and eBay let me contact UPS for claim. I did contact UPS for the claim and make the claim opened.
My question is: When I know an item will come back missing a part, and this rocker arm set will not be resalable, what is my best resolution? I can accept the return, Give a full refund, Offer a partial refund or Send the buyer a message. I may end up losing shipping + return(free shipping and return) + item cost(without a piece can not resell). I was thinking I set the item price too low and make people hate me.
