International shipping using Ebay's shipping program

I recently sold a pre-owned hat to a gentleman in Toronto, Canada. The UPS label that was generated by Ebay said it was going to Glendale Heights, IL which I found out was the shipping hub that Ebay uses for that part of the upper midwest and Canada. The UPS tracking said it was delivered to the hub but then Ebay sent a message saying it could not be exported. Ebay refunded the buyers money but said nothing about the hat. I finally spoke with a representative yesterday and they told me that the customs folks in Canada were the ones that halted the shipping and the likelihood of getting the hat back was probably not good. I've sold many hats to Canadians in the past with no issues. I've been trying to find out who to contact, so far with no luck. I would like to arrange to have the hat returned to me since it is worth a couple of hundred dollars. So any thoughts or recommendations would be helpful. Also, I filed a claim with UPS but they successfully delivered it to the Ebay hub so I doubt that they will be of much help. Thanks.

By the Way; that address is for the ENTIRE WORLD when it comes to EIS Shipping Program. ANYONE in the world can purchase, you ship it to ILL and then EIS ships it from there. Doesn't matter where it was going.

Are you saying you got the funds from the hat or eBay took back the funds from you to repay back the buyer?

If was ebay who refunded the buyer, not you..correct?

If that's the case you won't get the hat back as basically ebay has now purchased it and since you kept the money, you are whole. There have been a few cases reported about situations like this and in each one, ebay has kept the product. I assume that ebay doesn't want to have the expense or spend the time to send the item back and have the seller then refund.
