International buyer relocated from Russia to Georgia - cannot add US forwarding address for shipping

I'm an international buyer who recently relocated from Russia to Georgia (the country). My eBay account was originally registered with a Russian address, but I no longer live there - the Russian address is old and irrelevant.
I'm trying to use a US-based freight forwarding service (in Delaware) to ship items to my current location in Georgia. However, eBay will not let me add ANY new shipping address - whether US, Canadian, German, Georgian, or any other country.
Here's what happens:
- Adding a new shipping address through Account Settings gives "Something went wrong. Please try again later."
- Editing the existing address to change the country gives the same error.
- Adding a new address during checkout gives "Invalid shipping address. Please enter a different address." - for every country I tried.
- Trying to change the account's registration country gives "Address Country provided cannot be updated for this user."
I believe this is related to my account being registered in Russia, even though I no longer live there. The item I want to buy explicitly says "Does not ship to Russian Federation" but I have a valid US forwarding address.
Has anyone else dealt with this situation? Is there a way to update the account country or get this restriction lifted? I've contacted @AskeBay on social media and they directed me to call support (which I'll do during business hours), but I'd appreciate any advice from the community, especially other international buyers who've dealt with similar issues.

·7 months agoHi @int-29 . The problem is with your account being registered in Russia. You cannot make the changes you want.
I know I replied to you yesterday, but I cannot find that post, so here it is again:
1. Close the account that's registered in Russia. You don't even have history on the account so you're not losing anything.
2. Open a new account registered in your current location of Georgia. You'll need a different email for the second account. After the first account is closed you can update the email on the second account if you want.
Once you have a new account registered in your current location of Georgia, you should be able to add a US shipping address without issue.
