Incorrect Ground Advantage rates on eBay shipping labels

Today, for the second time in recent weeks, eBay labels gave me an incorrect price when I tried to purchase a label for a 4-ounce package. It seemed to charging the rate for rural zip codes; however, neither zip code was on the USPS list of rural zip codes. I purchased both labels on usps.com for the usual prices — around $5 versus the $7+ quoted on eBay labels. The zip code in question today is 33565; the previous one was 77480.
I've looked for a way to report this issue and can't contact customer support beyond the useless AI "agent."

Click on Rural ZIP codes to download the list. I see both of the ZIP codes you mention on the list.
