Another way without inputting dimensions is to use 'Flat Rate Pricing (not USPS Flat Rate) vs. Calculated.
Then just 'bulk' edit all the items that would be in a Bubble Envelope and just state you are 'using' Priority, and put $9 (or a bit more if you want handling, final value fee etc.) as the shipping cost.
What's the specific problem @sg1702? If it's accessing flat rates on the listing form, see below. If it's something else then we need more info to help.
eBay made an unannounced change related to setting up listings with certain types of packaging. When package dimensions entered exceed eBay's programmed dimensions, eBay will not show you those shipping options when setting up your listing.
To access these services, enter the following package dimensions:
USPS Flat Rate Envelopes: 12x9x1 USPS Small Flat Rate Box: 8x5x1 USPS Med Flat Rate Box: 14x12x3 or 11x8x6 USPS Large Flat Rate Box: 12x12x6 eBay Standard Envelope: 11x6x1
Does this mean I have to edit all 200 listings. I guess I need to follow all your links and figure it out
I posted only one link to the eBay post confirming the change.
If the problem is purchasing labels you can make the dimension adjustment at the time of purchase which should populate flat rate options.
If the problem is listing items, you can enter the dimensions at the time of listing.
Current listings should still display the flat rate options you originally selected. It's only if you edit those listings where flat rate may disappear and you'll have to adjust the dimensions before publishing your revisions @sg1702.
However if you do want to bulk edit your current listings, that is easily accomplished with the bulk editor. Select items from your active listings page, click edit at the top, then on the bulk editor change the "package details" where you can enter new dimensions.

I've used listing software for over 20 years.
Using that saves a lot of work as there is no need to enter any package dimensions at unless the item is more than a cubic foot in size (dimensional rate) or exceeds 22" in length (length surcharges). eBay will assume that the package does not exceed these sizes and apply the normal shipping rate.
There is no need to enter any package dimensions for flat rate boxes - I simply pick the flat rate box or envelope for the item. I only fill out the weight since I typically also offer other shipping options for the same item since these may be cheaper for certain zip codes.
I've used PirateShip for some time as eBay's label service has a completely ignorant interface.

I could be wrong but believe if the package is not oversized you only really need to add the dimensions to the shipping label.
Depends if one ships internationally or not.
When shipping domestic only, using flat rates, with NO international options - including those that go to US hubs like EIS/GSP/EISD - with all countries excluded except the US, then yeah you can get away with no dimensions on the listing form for flat rate items, items under a cubic foot, items that don't hit nonstandard surcharges for length/size, items that don't run into dim wt pricing.
But if one offers any form of international shipping then dimensions are needed, even though the listing form doesn't require it. We've seen with EIS how it majorly screws up rates shown to buyers when dimensions are left blank and how packages are rejected at EISD hub when dimensions weren't disclosed in the listing.
USPS service is available. What is your issue? The only recent USPS change (besides a price hike) is that they discontinued the regional boxes last month.
