Actually it's the reverse. First choose Flat Shipping and then you'll see a check box next to the service to indicate free shipping.
If the seller instead chooses Calculated Shipping, then they have to type $0.00 in the amount box, and in search their listings may not show 'free shipping'.

This is key info @mannyfed1 . Make sure you add however much it costs to ship to the item price when you offer free shipping. Remember, it's free to the buyer, not to you as the seller.

I have to disagree on this one. Perhaps it works differently with shipping policies but if you aren’t using them, there is no box to check off until you choose a shipping method. That is true with flat rate or calculated

If a seller chooses calculated shipping there is never a place to enter an amount. After a service is chosen the seller will see a free shipping box that they can check off.

On the new listing form, free shipping is its own checkbox independent from flat or calculated shipping.
On the Quick tool it looks like this where off to the right you check free, flat, or calculated.
On the Business tool it looks like this where free shipping is a checkbox below the shipping service whether you select flat or calculated.
