Global shipping not standing by agreement criteria for refunds

Global shipping has really broken down. Virtually everytime the item doesnâ€™t get delivered overseas I have to do an appeal to get my money back. Now they are just out and out refusing to give it back. I even sent the agreement information where Iâ€™m only responsible for getting to the US sorting hub. They still keep telling me I have to file some PIP paperwork with USps to get a refund.
