Flat rate shipping is not working on our store. Have tried all the help suggestions, nothing works. It applied shipping costs to each card.

How is it deviating from that behavior?
What is the objective you are wanting to achieve / what does the ideal setup look like?
Detailed answers to those three questions would go a long way toward helping you effectively. Your last sentence there, the one about shipping costs being applied to each card, that could mean like 3 or 4 different things minimum. Tell us more so we can actually help?

·1 week agoI use fiat rate shipping on all my listings. But I have something like 10 different business policies with different price levels. When I create a listing I chose the policy that comes closest to what shipping /handling would be

Many of your listings show only "$5.00 Standard Shipping" -- but what do you mean by that?
Some of your cards can be shipped by eBay Standard Envelope (ESE), which is currently only 78 cents; but any of your cards valued at over $20.00 will have to be shipped at USPS Ground Advantage, which will cost more than $5.00.
For those items valued at over $20.00, maybe you should switch from flat rate shipping to calculated shipping instead.
