Filing a claim against Global Shipping

Discussion interactions are currently paused.

I have been using Global Shipping for a number of years, 99% of the time I have no problem. But sometimes a package does not arrive, and no tracking is available beyond Carol Stream,IL.

I found that the shipping provider is PPX, but their web site is horrible and only rehashes tracking from USPS.

The Ebay documentation of course just keeps sending me to another set of questions and 1 minute get started videos.

Does anyone know how to put a claim against Global Shipping program?

I sold an item to UK (inetrnational) and I registered for GSP. However I was only paid for the item and when I go to shipping it its says GSP is experiencing issues. My buyer is mad and does not want to pay extra for international shipping which is ok but I am afraid if I cancel the order she might give me a bad review. I have other listings how can I avoid this mess. Also who pays for shipping to the hub is not clear also,
