OK, I am guessing that you could not pay since there was no shipping cost. You can NOT force the seller to ship. Keep looking for your item and before you bid/buy, ask the seller if they will ship to your country.
If you keep getting the email to pay, just ignore it. You can tell the seller to cancel the sale with PROBLEM with buyer's address and this will let him relist free and it will stop the ebay emails to try to get you to pay but you can't. That part of ebay is computerized and does not make sense to tell a buyer in a foreign country to pay when there is no shipping fee.
Not all sellers ship to Botsawna. If you have already paid and they will not ship there, the seller should cancel the order and refund you. Make sure that their is a shipping cost to your country in the listing before making a purchase.

If you made an eBay purchase, and the last estimated delivery date has passed by at least one day, you have 30 days to open an item not received case.
