Enroled in International Shipping but can't???

We are enrolled in International shipping but a customer in Norway has complained that he gets a "Seller does not ship international" alarm ???

It's the category of products that's restricted. Your book offers shipping to pretty much everywhere, but the welding parts are restricted. There's no setting to change - it's an intentional block by eBay.
