eBay Standard Envelope Program: Customer Facing Documentation

While we sellers have two clearly documented pages provided by eBay that dictates how the Standard Envelope Program works, there doesn't seem to be a page that explains the information from a buyer's point of view.

Every now and then, I have to explain to a customer why their $25 postcard can't be shipped "the cheap way like the last time" (when they bought a $5 postcard), or why a combined photograph order of $60 doesn't qualify. Some understand; others think I am trying to pull a fast one. And really, neither eBay page explains the details in a simple, buyer focused way, so sharing a link wouldn't do much good. I strive to do right by my customers, but this creates a little unnecessary friction.

Can anyone point me to official eBay documentation that would help in situations like this?

Since creating this thread, I have had several eBay Standard Envelope shipments go missing, or even worse, show delivered when the customer states they never received it. In all cases, they cite the unique tracking number assigned to these shipments. They do not understand why it is different, why there is limited tracking, and why they can't track it on the USPS website. When they speak about it to a USPS employee, in all cases they claim it is an international tracking number, adding to the confusion. This is a large issue that can easily be solved with a buyer focused document.

Please, can someone take this task on? I am being held responsible, and sometimes vilified, because my explanation of eBay's regulations is seen as not credible. I am losing repeat customers who may have a better understanding of the situation if the words came from eBay itself.

It would only need to contain:

What the standard envelope program is
Why it is better than USPS ground
Simple qualifying facts (weight, dimensions, value)
How it is shipped and tracked
Shipment issues and how to resolve
