eBay Needs to Allow Us to Fix the Amount Charged for Shipping
Sometimes, people order items shipped to places that we say we don't ship to, and we need to get more shipping out of the buyer to ship the item. There is no way to send an invoice after the buyer has paid, and now, eBay doesn't even allow us to send a Paypal address to get the remaining shipment amount. The only recourse, is to cancel the transaction, relist and then hope the buyer re-buys the item. This is antiquated and needs to be corrected please!

So listings that say $18.00 to the USA include ALL of the USA. If it costs you more then it comes from your own pocket for not knowing how to list correctly.

I'm adding on to Janet's response to the OP.
OP put these few words into his Item Description: "Free shipping to anywhere in the lower 48 states!"
Yeeeaaah -- that's not enforceable. That won't work.
What the OP's Shipping Policies state supersedes anything he wants to type into an Item Description.
And the list of nations in his "Ship To" group, in his Shipping Policies, includes these two words: United States.
There have been 50 United States for more than 60 years now, when Alaska and Hawaii were admitted to the Union.
Yes, those two states are not considered part of the "lower 48 states."
But, on eBay, no seller can exclude them from his shipping destinations, nor can he ask his buyers to pay more for shipping to those states.
For that matter, Puerto Rico is also considered part of the United States. Sellers can't exclude Puerto Rico, either, from locations where they will send any of their sold stuff to a paying eBay buyer.

Sellers can charge more to HI, AK etc by using calculated shipping.

OP1 year agoHello! If I agree to deliver say a couch for $25 to anywhere across town, but someone says "I'm in another city", you're fully within your right to say "I'll need $50 for the extra trip". I have stated that I have fixed shipping to the lower 48 states, so if someone buys in AK, HI or PR, they should expect to pay more, and eBay should allow for a new invoice to be sent, or at least a request for a variance in the shipping costs.
If the buyer says "no", then that's fine, but there needs to be a common sense way to work this out other than canceling the transaction.

·1 year agoThat's not how eBay works. If you want to charge more for shipping farther, you can't just discuss that in your listing Description. It has to be part of how you set up the shipping section in your listing, so that any buyer, regardless of their location, will see the correct shipping cost when they look at your listing, without contacting you separately about it.
You have to set up your listing so that your local couch buyer sees $25 as the shipping cost, and farther buyers see $50. You are not "within your right" to tack on more charges after the buyer purchases the item. The specific "variance in shipping costs" has to be part of how the Shipping section of the listing is set up from the start.

You're still not understanding the way shipping works on/in eBay. At All.
You "have stated" -- in the Item Description -- that you "have fixed shipping to the lower 48 states."
The Item Description is NOT the proper place for you to (try to) explain your shipping policies.
As I stated before, eBay neither can nor will enforce your "free shipping to the lower 48" just because you typed that into the Item Description, of all places.
I suggest you refer to Message 17 above, in which "slippinjimmy" corrected my statements about eBay not allowing you to charge more to buyers outside the lower 48 states. (Seriously, thank you, Jimmy!)
You have to go into your selling and shipping policies and mark the box that says you won't ship to Alaska, Hawaii, and/or US Protectorates.
If you just want buyers in Alaska, Hawaii, and Puerto Rico to pay more for shipping, (1) you cannot exclude them and (2) you must use "calculated shipping." The sheer distance involved in shipping from your home to Hawaii will probably result in Hawaiian buyers paying more for shipping.

·1 year agoIf you want more money to ship to places you say you don’t ship to, it sounds like you will ship there. If that’s the case, using calculated shipping on your listings will solve your problem.

·1 year agoI just looked up your listings, by the way, and you cannot just put in your description things like this: "Free shipping to anywhere in the lower 48 states!" without also configuring your shipping settings to exclude Hawaii and Alaska. This is a problem on your side, not eBay's or the customer's.

·1 year agoAnd slightly off topic, but if you are shipping USPS Ground Advantage or Priority Mail, there is no reason for you not to ship to Alaska or Hawaii.

When it can end up on a "slow boat to Honolulu" a buyer can get cranky.
Having a cranky buyer because of a slow boat is not within my "business model".

·1 year agoHappens a lot @inhawaii , though in my experience, most buyers in AK, HI, territories are used to longer transit times and won't put up a fuss.
Not even when eBay tells my buyers in Alaska they'll have their items in 2-5 days 🙄 when in reality those items make it to Seattle within the 5 days then sit for 2-6 weeks on a ship.

I can't ever remember having a complaint about shipping time, ever.
I'm curious to know what @buyselljack2016 meant by "some items".

·1 year agoAll I can tell you for sure, based on my own personal experience (and I sell a decent amount to HI/AK), is shipping with Ground Adv, most items under a pound move fairly quickly while most items over a pound end up on a slow ship to AK/HI.

·1 year agoHawaii might do a scan of something in a shipment from somewhere in the USA or other countries...as an example just flying into the state an apple is not allowed from an airplane of a flyer from another state state into Hawaii...seeds are not be allowed...the list goes on.
I used to work in and out of Hawaii and I think I have a few gray hairs flying in and out so often from Hawaii and San Francisco.
It all about keeping pests and plants and such destroying the ecological system of Hawaii.
Too bad other states never did this.
Example: snails on ships incoming on bottom of the ships...ecological disaster for some states already.

Are you using CALCULATED shipping? You need to enter the weight and dimensions of the parcel when you make the listing, and when the buyer enters their ship to address to pay, it should charge according to the distance from you. Be advised, that eBay enrolled all sellers into charging the buyers the "discount rate" you pay with eBay labels, so make sure you turn that preference off as well.
Cancelling the transaction for this reason results in serious "defects" on your account. A few of those and you will lose your selling privileges.

ETA: if you have buyers who purchased and paid for items based on your current listings, you need to honor those sales or cancel for OOS (out of stock). Understand that OOS cancellations are a huge ebay no-no and enough of them will impact your ability to sell on ebay.

·1 year agoYou don't have your shipping settings set up correctly if people are able to order to locations you don't ship to. You need to set your shipping exclusions correctly.
