eBay and/or its employees at Glendale Heights, IL, Int'l shipping hub refuse ship to Israel

I sell vintage movie posters from the 1920s-1990s.
A customer bought a 1980s movie poster from me via eBay's own Global International Shipping Program. The customer is located in Israel, which is seemingly at this time on the approved nations that eBay's own Global Shipping Program will ship to.
I shipped the package via USPS from California on May 12 and it arrived at the Glendale Heights, IL (near Chicago) shipping hub eBay uses for almost all international sales shipping on May 19 with this note, which is standard for all international orders I have shipped (about 2-4 per month):
Mon, May 19 8:35am Delivered to Agent, Left with Individual GLENDALE HEIGHTS, IL 60139
Then later that same day this information:
Mon, May 19 5:16pm Item arrived at hub
Then after sitting there for one week, this information was posted today:
At Hub (Step 3) Tue, May 27 10:55am Carrier refused to ship item forward
That is what is listed in the official USPS / eBay tracking information: "Carrier refused to ship item forward."
Is eBay or one of their own employees outright refusing to ship an item to Israel, which could be a deliberate violation of their own stated policies? What should I tell my customer in Israel? Would the package be shipped back to me? Does anyone have any thoughts or insights from a similar experience as to what this means?

·1 year agoIt's the carrier. Transportation to Israel has been limited so whichever carrier was chosen is the one not able to ship.
That said, do nothing at this stage. I've gotten that same alert then maybe 3-4 days later a new tracking number was provided with a different carrier.
So just wait and see what happens. In the end, if eIS (eBay International Shipping) can't get the package to Israel, your buyer can file a non-receipt claim and eBay will take care of the refund without any impact to your account.

·1 year agoI have never seen nor heard of that issue, but I wanted to note one thing: eBay is not the carrier. The message clearly states that it is the carrier that refuses to ship it. I don’t know why that would be, but it doesn’t appear to be eBay refusing.
