DHL International shipment went from "on hold" to "clearance complete" back to "on hold" | Shipping

Hello, I have an expensive watch being shipped from Japan to the US via DHL and today it arrived and the tracking changed to ship "shipment on hold" at around 5am. At around 11:30am to 12pm, the status briefly changed to "clearance process complete" then about 2 hours later the tracking removed the "clearance process complete" update and went back to the "shipment on hold" status that it had at 5am. Checking DHL's official website with the tracking number shows the last update being "clearance process complete". Why would eBay tracking go back to "shipment on hold"? Which tracking info should I rely on? I appreciate any and all replies! ðŸ™
