charged an international fee for shipping to a U.S.A. Territory
I just noticed I was charged an ebay international shipping fee for shipping to a U.S. Territory, Pagp Pago American Samoa .
The Iten was a card shipped via eBay standard envelope, value $5.00.
This is what I got back when I googled.

This is total bull carp. the official currency of "American Samoa" is USA CURRENCY.
There is no exchange rate.

The buyer's registered address is the cause. If you were charged the international fee based on the buyer's registered address, that means the buyer's registered address lists American Samoa in the "country" field instead of "United States" in the country field. (Note this is their registered address, not their shipping address.)
I get the same thing with some of my sales to Puerto Rico. When the buyer enters PR as the state and United States as the country there's no international fee. When the buyer enters Puerto Rico as the country there's an international fee.
The system is looking at what the buyer entered in the registered country field and isn't making any exceptions when the buyer does not select United States.

Can you explain to me what the harm would be if eBay whitelist these when the seller is from the US?
Being charged because the seller put PR as the country instead of US shouldn't trigger the fee.
This is something eBay should fix.

Thanks for sharing that info about state and country, makes sense and I can see how it confuses as well. To bad we can’t tell buyers to amend data prior purchase and eat the 1.65% Agree that eBay should be a bit flexible, but at the same time careful what you wish for as well. Cheers

OK: That's true. But that quote does not state that the fee is charged because of the currency used in the transaction.
You've quoted the info you found via Google twice. I'll re-cite it here only once:

The majority of the quote explains what the fee is (1.65%) and when it is assessed (buyer's eBay account is registered outside the USA). That last sentence (in purple) gives an idea of eBay's background philosophy for why they assess the fee.
If you'll read that quote again, ignoring the last sentence, you will not see any mention of a currency exchange. When deciding whether the International Fee applies, the only criteria that eBay looks at are locations or addresses: the destination/location where the item is shipped and the nation/location of the buyer's eBay registration.
That's apparently what happened in your transaction.
