Can't figure out why our listings don't have the Global Shipping Program option. | Shipping

For years I've used eBay's global shipping program to send items internationally. After about a one year break from selling, I'm now completely unable to add the option to my listings. I don't see any setting in shipping preferences to activate the program, and we toggle "calculated international shipping" on for ever listing with no shipping option selected so the program can be added. We read online that this is how you active the option on your listings. Still nothing. I'm so baffled why this just randomly doesn't work and almost nothing we do can activate it. Any help?
