Can I set up a shipping policy for just AK, HI or PR?

New at Ebay selling. Here is the deal: my drop shipping fee is $10 continental US only. I roll that cost into my price. Then do free shipping. I am transparent about this in the description. Problem is I want to sell to AK, HI AND PR but I cannot eat the additional $15 as it's a $25 drop ship fee to these locals. Is there a way to set up a policy for a handling fee to these locals only?

Thanks in advance.

Yes, you can set up shipping rate tables which have free shipping for the 48 contiguous states, and a surcharge for other locations.
