Can I invoice a buyer for additional postage after she paid for the item? I don't see an invoice opt

A buyer paid for a figurine including the shipping. I created the shipping label and then got a message from her stating that she moved to Canada in 2022 and didn't realize her USA address was never changed. I responded telling her that I would have to invoice her the difference of shipping to Canada ($24 vs $12 US). Nowhere did I see that I could send an invoice AFTER a buyer paid for the item. Could someone help me please. Thank you.

You can't send an invoice after a buyer has paid.
You would need to cancel the transaction citing problems with buyers address. Then relist the item so your buyer can buy and use the correct address.

If you change the address before doing the above you will forfeit any seller protection you have if the buyer claims item not received.
