Calculated Shipping Issues
I am trying to set up a shipping rule where if someone buys 3 items the combined shipping wont charge them the full Shipping cost for all 3 items.
For example, I have a buy 2 get 1 Free sale in my store. Each item ships Ebay Standard Envelope at $1.32, with the combined shipping I don't want the buyer to pay $1.32 per card, but rather either a flat rate or deduct some weight to discount the shipping....
How can I do this? I set up a combined shipping rule that is supposed to deduct 3oz from the total weight, and I have also tried to set up a flat rate shipping amount, but each time it charges the buyer $3.96 instead of following the rule.
What am I doing wrong?

1. Go to Account Settings > Shipping Preferences and edit combined shipping rules.
2. Set up a Promotional Shipping Rule (screen below shows one possible example) and save.
3. Once that's done, edit listings you want included, and under shipping settings on the listing*, apply the promotional shipping rule.
*If you use biz policies then you do this last step on the policy, not on the listing.
